When the State Department was constructing buildings overseas, the overhead costs on each project were running as high as 30%, compared to an industry average of 6% to 8%. Committed to getting these costs under control, the Overseas Building Operations group invited staff and construction industry experts to participate in a formal Value Engineering study.

By the time they’d finished, the contracting documents had been simplified and overhead costs had been reduced by an estimated 20%. One senior decision maker was so impressed with the results that he ordered that the VE suggestions be ‘immediately implemented.’
