SAVE 2004 CALL FOR TECHNICAL PRESENTATIONS

SAVE International®, "The Value Society", invites value methodology professionals from all sectors and government to submit proposals for presentations of technical papers at the 44th Annual SAVE International® Conference, July 12-15, 2004 in Montreal, Quebec. If you (or a panel or team) have experience in the value methodology (value analysis, value engineering, value management or value planning), you are encouraged to submit a proposal online to make a presentation. The theme for SAVE's 44th Annual Conference is "Strategies and Techniques to Enhance Value". Call for Papers information and application can be found on the SAVE website at http://www.value-eng.org/cfp_main.php and the deadline for submissions is October 31, 2003.

More 2003 Honors & Awards

The 2003 SAVE International® conference saw the election and installation of five new members to the College of Fellows (see August Interactions). These were not the only awards bestowed.

Rising Star - James R. Vickers, Raytheon Missile Systems

The Rising Star Award goes out to new or recently joined members of SAVE who are the profession's rising stars. Jim Vickers is currently Senior Manager of Contract Support for Raytheon Missile Systems located in Tucson, Arizona. He is responsible for the company's contract compliance, and he leads its Value Engineering efforts. He joined SAVE in 2001 and established a corporate membership for his folks, most of whom come from the division's Six Sigma program. Jim is a recipient of two Department of Defense Value Engineering Awards. In 2002, Jim Vickers joined the Board of Directors for the Miles Value Foundation.

On January 24, 2003, Jim sponsored Raytheon Missile System's (RMS) Value Engineering Conference for the Supply Chain Management Program. More than 400 people attended, representing 90 Raytheon suppliers.

As a new SAVE member, Jim Vickers has quickly become a driving force for the growth of the value profession within the defense systems industry.

Outstanding Accomplishment in Construction -- Florida Department of Transportation

The Outstanding Accomplishment in Construction

Award is bestowed by competition. There are two levels: (1) National level agencies such as the US Army Corps of Engineers, and (2) State and local level agencies such as the City of New York's Office of Management and Budget and the Florida Department of Transportation.

The Florida Department of Transportation (FDOT) has had an active value engineering program for more than 25 years, and has saved more than $1.3 billion in implemented value engineering recommendations over the past eight years. Each year FDOT completes VE studies on more than 50 projects, in addition to approximately 15 to 20 value engineering change proposals from construction contractors.

The highlighted FDOT project was the $313.9 million State Road 7 Improvement Project. The SR7 project was designed as a six-lane divided urban highway in Broward County, and is a major north-south roadway that passes through highly developed urban areas. Due to the urban nature of the roadway and its surroundings, the right-of-way acquisition costs for this 5.136 mile project were the largest cost driver; pre-VE ROW acquisition was $275.4 million, or 87% of the total project cost.

FDOT convened three separate VE study teams, each evaluating a different segment of the SR7 project. Through this VE effort, FLDOT was able to reduce the total project delivery cost by $89 million, a 28% project cost reduction.
