I would like to take this opportunity to invite you to join us at our 44th Annual SAVE International Conference in Montreal, Canada. This will be SAVE International's first Annual Conference held outside the United States and we are very excited about holding this important annual event in this charming and interesting Canadian city. In addition to attending the Conference, you may want to consider combining some vacation time with your trip. There is so much to see and do. For example, the week prior to our Conference, is the Montreal Annual Jazz Festival (June 30th to July 11th). I know many people are coming to the conference early to catch the end of the festivities.
We have made some other significant changes from our traditional Conference format. This year, we will begin our Conference activities on Monday evening, July 12th with the Annual Business Meeting and the President's Reception. In past years the Conference began on a Sunday evening, however, we changed the format to allow attendees to travel on Monday rather than Sunday.
Also, don’t forget about all of the wonderful training opportunities that will be available prior to the Conference. We will be offering the Module I and Module II workshops as well as a variety of one-day workshops. For those of you pursuing certification, we will also provide an opportunity to take a certification exam on Saturday, July 10th.
For this year’s Conference, I really wanted to encourage discussion on innovative and creative techniques used within the Value Methodology process as well as new strategies for applying the Value Methodology to achieve greater value; thus the theme, “Strategies and Techniques to Enhance Values.” This theme must have been on target with many of our members because we received a near record number of papers for consideration. As a result, we have some outstanding papers to present. If you are looking for a way to enhance your abilities to achieve value improvements, then you need to get your reservation and registration made now! In addition to our general sessions headlined by outstanding speakers, we will also have three concurrent tracks with breakout sessions. If you don’t have to make some tough choices about which papers you want to attend, then we must not have accomplished our goal and we’ll challenge ourselves harder for next year. It is our goal to make this conference the premier value learning experience offered anywhere in the world during 2004.
Beyond the technical sessions, we have packed in some outstanding networking opportunities. The SAVE International Annual Conference has long been the annual destination for people working in the value world. For the person who is new to SAVE International and the Value Methodology, an Intro to Value Management course and a New Member Orientation are offered at no cost to Conference participants.
Module I Workshop - Introduction

The SAVE Module I Workshop is your first step on the road to professional certification as an Associate Value Specialist (AVS), and, with additional training and experience, as a Value Methodology Practitioner (VMP), or a Certified Value Specialist (CVS). The workshop is a hands-on exercise in practical application of the Value Methodology. In addition to receiving intensive instruction in the principles and practice of VM, workshop participants will actually perform a value study with quantifiable results. After completing the 40-hour workshop, which will be conducted in accordance with standards established by SAVE International, students may take the AVS Examination. Successful candidates will earn the AVS credential, and begin their progress toward the highest certification level for value practitionersCertified Value Specialist.
Course Instructor - Laurel Dennis, PE, CVS
Laurel M. Dennis, PE, CVS is a past President of SAVE International “the value society” and a current director on the SAVE Certification Board. Laurel is a registered civil engineer and certified value specialist (CVS) with more than 20 years of experience in engineering and design, construction management and project management. She has bachelor’s degrees both in civil engineering and construction with a broad range of project experience in the private and public sectors, including healthcare, correctional, educational, performing arts, commercial and industrial facilities. She has participated in all phases of project development, from site evaluation and value engineering studies through bid and award and on-site construction management. The value engineering experience includes both leading and as a team member for construction projects as well as studies for industry and processes.
Course Instructor - Renee Hoekstra, CVS
Renee Hoekstra, CVS, is the President of RH & Associates, Inc., a company she started nearly 12 years ago. She provides all program development and facilitation services for planning, design, and construction projects as well as leading and facilitating internal and process development teams. Her recent experience includes providing training and facilitation services for value engineering, partnering, team building and problem solving workshops. This has included leading and/or facilitating over 600 teams nationwide. Renee is a Certified Value Specialist and she has over 12 years of experience providing facilitation and training services.
Module II Advanced Seminar

For value methodology practitioners who have earned AVS certification, the SAVE Module II Seminar is an essential next step toward advanced certification. This 24-hour seminar, which will be conducted in accordance with standards established by SAVE International, satisfies a portion of the educational/training requirements for certification as a Certified Value Specialist (CVS). Seminar participants will discuss ways to move VA/VE into the organizational mainstream and learn how to become more active and influential contributors to the organizations they serve as employees or in a consulting capacity.

James (Jim) Rains has been President of the Advanced Value Group, LLC (AVG). AVG specializes in value engineering and synchronous process improvements in the factory or office environment. He is retired after more than thirty-one years with General Motors. Jim has served on the SAVE International Board of Directors in several capacities, including President. Mr. Rains became a Certified Value Specialist in 1988 and is currently a Life - CVS. He was elected into the SAVE College of Fellows in 2002. Jim was awarded and recognized by SJVE in 2001. He is a member of the Lawrence D. Miles Value Foundation Board of Directors, Executive Committee and Treasurer. He was recently honored as the Arizona Businessman of the Year for his support and leadership in small business endeavors.
FUNCTION ANALYSIS SYSTEM TECHNIQUE (FAST)
Instructor: J. Jerry Kaufman, CVS, FSAVE
Course Description
FAST is a powerful mapping technique that graphically models projects, products and processes in function terms and identifies function dependencies. It is an organized structure ideally suited for exploring complex issues. FAST identifies -- in a step-by-step method -- required functions and the means to arrive at those functions. Since problems are rarely single dimensioned, the language of FAST, using active verbs and measurable nouns, allows mixed disciplined teams to effectively communicate and resolve complex technical and managerial issues. The discipline of describing functions simply makes this process ideal for communicating effectively among interdisciplinary task team members. FAST is a highly effective problem solving technique. This mapping process separates functions from activities and symptoms from problems to better define, address and resolve root cause problems. The seminar is formatted as a series of lectures, with active participation encouraged by the attendees. Approximately 65% of the workshop will be devoted to tutorial. The remaining time will be devoted to developing a simple FAST Model and discussing various FAST application business cases.

J. Jerry Kaufman, CVS, FSAVE, is President of J.J. Kaufman Associates, Inc. He has engineering degrees from the Academy of Aeronautics and John Hopkins University. As Corporate Director of Value Management for Cooper Industries, Jerry developed and successfully implemented VE in the corporate organization. His 25 years of progressive management positions with Martin Co., Honeywell and Cooper spans the industrial, energy, process, service and aerospace industries. Jerry has written four books and published many papers and articles on Value Management. He is a past President of SAVE International and a past Chairman of the Certification Board.
Computer Aided Cost Modeling & Hybrid Function Analysis

Synergy Value Solutions, LLC will present a one-day seminar on Computer Aided Cost Modeling & Hybrid FAST Modeling at the SAVE International Conference in Montreal, Canada. The seminar course is to be presented on Sunday July 11, 2004, and will be geared toward process modeling and analysis and using the SVS FAST Tool to develop Cost Models. Developing FAST models is not in and of itself sufficient without the cost modeling function. Cost Model functions complete the overall picture of various cost elements including time, resources, duration and deliverables expected to be accomplished.

Advanced FUNCTION ANALYSIS SYSTEM TECHNIQUE (FAST)

This FAST course will focus on the applying this powerful methodology to technology and business issues, offering an entry into market areas and study topics not normally associated with Value Management. Examples discussed and presented include, but not limited to; new product development, organization effectiveness, program management, health care, and many others, bridging the capital assets, manufacturing and service industries. Major emphasis will be on FAST dimensioning techniques and metric selection making the FAST diagram an effective and dynamic analysis process. The participants will learn how to listen “functionally,” to construct FAST models based on the project’s issues of concern. Where “soft” issues are involved, the participants will learn to identify non-hardware functions for developing process FAST models. This course will explore and discuss a variety of business cases and will assist registrants in creating FAST models that address their professional concerns.

Choosing By Advantages: The Cornerstone Principles of Sound Decisionmaking

Choosing By Advantages (CBA) is not an individual method of decisionmaking. It is a decisionmaking system. It includes methods (unified by just one set of definitions, principles, models) for practically all types of decisions. Sound decisionmaking, the topic of this workshop, is the foundation of the CBA system.
This workshop introduces the basic sound-decisionmaking concepts and methods. Every person who makes decisions of any kind needs to acquire the knowledge and skills that are presented in this workshop. In a complex, rapidly changing, modern society, these CBA concepts and methods are as basic and as essential as reading, writing, and simple arithmetic.
CBA is not a panacea. It doesn't produce perfection. Instead, it produces improvement. It helps those who are very good at making decisions become even better. When adopting and using CBA, decisionmakers do not need to stop using the sound methods they are already using. (To consistently make sound decisions, decisionmakers must use sound methods.) Those who are using unsound methods also do not need to throw away the methods they are using. (As shown in this workshop, unsound methods can easily be transformed, from unsound to sound.)
Jim Suhr has a degree in civil engineering from Utah State University. His graduate studies in economics, ecology, and organizational behavior helped him to develop the CBA system. He served with the USDA Forest Service for 28 years until his retirement in 1991. He is now the president of the Institute for Decision Innovations. Jim is the author of the book The Choosing By Advantages Decisionmaking System.
Michael S. Adams, AIA, PP, CVS (Life) is an architect, planner, and certified value specialist. He is presently studying CBA with Jim Suhr and is exploring ways to improve the value analysis method with CBA.
How to Successfully Use Value Engineering on Capital Projects - A Project Manager's Guide
Instructor: Don H Stafford, PE, CVS, CTM
This seminar will provide owner project managers and design firm project managers with the knowledge to effectively use value engineering on their capital projects. It is intended to provide knowledge to those individuals whose projects will benefit from value engineering with the knowledge they need to decide when to use it, how to use it, what it should do for them, how to define and write a scope for value engineering services, how to modify the design firm's contract to adapt to value engineering, and the critical factors for success of value engineering on capital projects. It will educate the buyers of the value engineering service in the capital projects arena so that they will have a higher level of success in using value engineering, and thus further the successful use and image of the VE process.
Don H Stafford, PE, CVS, CTM - Mr Stafford's 37-year career in management, design and construction of capital projects includes 21 years in value engineering. He is a founding partner of Robinson, Stafford & Rude, Inc, and is a Life-Certified CVS. Don was instrumental in creating the VE programs at the Ontario Ministry of Highways and the Metropolitan Water District of Southern California. Employment with owners, designers, value engineers and contractors, has provided him with a very broad range of perspectives on VE. He has taught VE in two university programs and in many other public and private settings.

This interactive and entertaining program covers how to present yourself as a professional who is clear, concise, confident, and convincing. These skills are necessary to make your communications memorable and up-to-date.
In this program, you will learn and practice how to be concise, how to make inspiring and high-impact points in writing, through visual aids and speaking, and how to feel in control when you talk. You will also learn strategies for buying thinking time, thinking “on your feet,” answering questions with authority, and sounding positive and confident. All of these learn-able skills add up to powerful writing and presenting. Attendees delivering a presentation at the annual conference will receive assistance with preparing their paper and presentation. Individuals taking this course in anticipation of presenting at the 2005 conference will also receive assistance in writing their proposal and paper.
Joseph F. Otero, Jr., CVS, is Value Methodology Integration Leader at Pratt & Whitney, a division of United Technologies Corporation. He is Vice President of Education of SAVE International and Director of Conferences, and served previously as Director, Annual Conferences. Joe has reviewed and commented on over 400 presentation proposals and 150 presentation slide sets in the last six years for SAVE International, thus improving the quality of presentations. His own presentations are among the best received at conferences and seminars. Eric Delisle, B.Eng, M.B.A. Following a brief career in the Canadian Forces (Aerospace Engineer), Eric Delisle has worked for Pratt & Whitney Canada Corp (Longueuil, QC) since 1996, where he now acts as a Strategic Sourcing Analyst. During his years at Pratt, he has held positions in the Design, Development, Customer Support and Value Management groups.
As a Value Engineering facilitator, Mr. Delisle has been involved in cost reduction mandates and in the definition of manufacturing and sourcing strategies using the QFD tool. Of late, he has played a key role in developing and implementing a fast and comprehensive Risk Assessment Methodology for technical projects.
Mr. Delisle is a graduate from the Royal Military College of Canada, and has an MBA degree in strategy from McGill University. He has also been an active member in the Canadian Society for Value Analysis (CSVA) since 1998.
Introduction to the Value Methodology
Instructor: Francine Constantineau, B.Eng CVS, FSAVE

This session is specially designed for first-time conference attendees or individuals that are new to the value methodology and will provide them with a basic understanding of VM processes and how they are currently applied. The session will present the foundation of VM, its origin, and the elements on which it is based. VM is a team-based approach that proceeds from goals towards solutions. A value manager is always looking to optimize solutions for the organization. How teams deliver value is of prime importance to ensure that teams will continue to collaborate to create value for clients, shareholders and employees. Value analysis and other optimization techniques required to support this management style will be discussed. Case studies on uses of VM will be presented. Management issues from attendees will be addressed and will be the basis of discussion.
Francine Constantineau, B.Eng. Having graduated with a bachelor degree in industrial engineering from École Polytechnique de Montréal in 1972, Mrs. Constantineau began her career in the field of consulting. In 1981, she joined the Société québécoise d'assainissement des eaux, where she was responsible for the design and implementation of the firm's accreditation system, and in 1983, she was promoted to the Director of the Purchasing Department. In 1985, in order to optimize its projects, the Society entrusted Mrs. Constantineau with the implementation of the value analysis methodology in the organization.
In 1986, Mrs. Constantineau set up her own company, VALOREX Inc., whose main objective is to expand the use of value analysis. The company is proud to provide services to clients such as Hydro-Québec, Bombardier, the City of Montreal, Pratt & Whitney, Nortel and Gaz Métropolitain among others. In 1993, Mrs. Constantineau initiated the organization of the Société Canadienne d'analyse de la valeur (SCAV) whose objective was to contribute to the competitiveness of Canadian companies. She is now associate at Raymond Chabot Grant Thornton to transfer her know how to the Groupe Performance.
Mrs. Constantineau is known around the world for her innovation in the use of value analysis and was recognized by the American Society of Value Engineering for her contribution.

This one-day Government VM Conference will immediately follow the SAVE International Annual Conference. It is open to and will feature a variety of VM topics, applications and successes throughout the public sector. Both Canadian and U.S. governments will be represented on the agenda as well as in attendance. Top VM Program Managers and VM practitioners in the federal and local government will participate in forums designed to provide participants with up-to-date information on effective program implementation and successful VM business management.
Getting There/Upon Arrival
Dorval International Airport (Airport code: YUL)is the main airport that serves the Montreal area and is located only 15 miles (20 minutes) from the hotel. The Hotel is currently using the Quebecoise Shuttle service, 514-931-9002, for transportation to and from the airport. The rate is $12.00 CD one way per adult. They run 24hrs a day every 20 minutes on weekdays and every 1/2-hour on weekends. If the shuttle is required from the hotel to the airport, it has to be reserved a least 1 hour prior. The route will take approximately 1 hour either from or to the airport. If you would like to rent a car, the hotel recommends Budget Rent-A-Car and you may contact them at (514) 842-9931.

You will be required to show evidence of citizenship. This is most easily done if you have a Passport. Currently, U.S. citizens not having a Passport can show a state birth certificate (with raised seal and a government issued identification with photograph. If you are from a country other than the U.S., and are not a US citizen or legal, permanent resident of the U.S., you will need a valid passport. Citizens of some countries also need a temporary visa to enter Canada. Visitors to Canada should ask about visa requirements and valid travel documents at the Canadian Embassy, consulate, or mission in their home country before departing. The most current information may be found on the Citizenship and Immigration Canada Web site - www.cic.gc.ca/english/visit.
If you are traveling with a child (17 years of age or younger) you should carry:
- identification, similar to that mentioned above, for children of all ages;
- a letter of permission from the child's parent or legal guardian when travelling with a child who is not legally your own, and;
- copies of legal documents regarding custody rights if you share custody
The native currency of Montreal is the Canadian Dollar. The Hyatt Regency allows you to exchange the following currencies at the reception desk: The US Dollar, the Euro, the Pound Sterling, the Yen, and the German Mark. A maximum of $100 US Dollars can be exchanged per day, per room. Of course the exchange rate is lower at the bank, therefore if you wish to exchange larger amounts it would be preferable to do so in one of the nearby banks. Several banks are located near the hotel. Business hours are between 10:00 a.m. and 4:00 p.m. from Monday to Friday. All Canadian Banks are chartered.
Weather conditions for July are usually very warm and humid. Please remember that the hotel meeting rooms will be air-conditioned, so you may want to bring a warm sweater.
Business casual attire (shirt, slacks for men; skirt or slacks for women) is recommended for conference sessions, workshops and the President’s Reception.
